Chinese fastener enterprises participate in the formulation of international standards primarily through the National Technical Committee on Fasteners Standardization (SAC/TC 85), which serves as the corresponding unit for liaison with the International Organization for Standardization (ISO/TC 2). The specific pathways and representative cases are as follows:
1. Main participation pathways
Joining the domestic standardization committee: Enterprises can apply to become members or corresponding members of SAC/TC 85, thereby participating in the research and voting feedback on international documents, as well as the selection of the Chinese delegation for international conferences.
Registered International Expert: Apply for registration as an expert of a working group (WG) or project team (PT) under ISO/TC 2 through SAC/TC 85, and directly participate in the discussion and drafting of international standard drafts.
Propose a New Work Item (NP): Organize domestic standards based on proprietary technologies (such as GB/T) into NP proposals. After coordination by SAC/TC 85 and review by the National Standards Committee, formally submit them to ISO/TC 2. Once the project is approved, you can take the lead or participate in drafting.
Participation in international conferences: Participated in the annual meeting of ISO/TC 2 and sub-technical committee meetings as a member of the Chinese delegation, expressing industry demands, proposing amendments, and participating in voting on-site.
Undertake/participate in standard drafting: Recommended by SAC/TC 85 or independently collaborating with scientific research institutions, undertake the role of the responsible drafting unit (Project Leader) or working group member for a certain international standard, and complete the preparation and verification of technical provisions.
II. Successful Cases of Domestic Enterprises
Ningbo Jiulong Fasteners: In 2009, it presided over the development of ISO 725:2009 “Unified Screw Threads – Basic Dimensions”, which was an international standard for fasteners completed earlier by a Chinese enterprise, filling the “vacuum” of metric thread size standards at that time.
Ningli High-Strength Fasteners: Around 2015, it led the development of one international standard, and since then, it has participated in the revision of three international standards. Its chief engineer has become a registered expert of the International Technical Committee on Thread Standardization.
Zhejiang Guojian Testing (Jiaxing Haiyan): Leading the revision of ISO 965-2:2024, expanding the application range of fastening threads from M6 to M100. This marks the first significant technical revision to the standard since 1998, providing a basis for interchangeability of large-sized engineering threads globally.
AVIC General Institute of Aeronautics: It led the development of ISO 6397:2024 “Aerospace – Test Mandrels, Hexagon Heads, Metallic Materials, Coated or Uncoated”, which unifies the test methods and fixture components for high-end aviation fasteners.
Hunan Shenyi Precision: As a member unit of SAC/TC 85, we have participated in the formulation and revision of multiple international standards, promoting the integration of China’s fastening and connection technology into global standards.
Dingxi High-Strength Fasteners: Having led or participated in a total of 2 international standards and 12 national standards, we have enhanced our industry influence in the field of high-end fasteners for wind power and nuclear power.
Zhejiang High-Strength Fastener Factory: Having participated in the revision of 5 ISO standards in the early years and drafted over 30 national standards, it is known in the industry as a “national standard major player”.
